Guinness & Buehler, LLC provides legal advice and representation to parties involved in creating public-private partnerships, as well as transactions between governmental entities. Missouri has a wide variety of governmental and quasi-governmental entities, such as counties, cities, road districts, levee districts convention authorities, neighborhood improvement districts (NID), tax increment finance districts (TIF), etc. These various entities provide an equally wide variety of problems and opportunities for both business and government. Guinness & Buehler serves as counsel to the St. Charles County Convention and Sports Facilities Authority which constructed and operates the St. Charles Convention Center as a partnership between the Convention Authority and the City of St. Charles. This project also involves a TIF District and private "partners" such as the Convention Center's hotelier and facilities management company. Guinness & Buehler is also advising the City of Elsberry in its efforts to create a unique regional wastewater treatment partnership between several smaller cities facing mandatory environmental standards that each city alone could not afford to meet.
